Development Status and Countermeasures of Maize Seed Industry in Guangxi from the Perspective of Intellectual Property

Abstract:

Taking Guangxi maize seed industry as the research object, this paper studied its development status from the perspective of the protection of intellectual properties such as new plant variety rights, patents, geographical indications and agricultural genetically modified organisms, so as to provide reference for strengthening the construction and utilization of intellectual property system of seed industry. We used China Seed Industry Big Data Platform, incoPat Global Patent Database, National Agricultural Geographical Indication Query System, and the website of the Ministry of Agriculture and Rural Affairs, to obtain and analyze the relevant data of agricultural new plant variety rights, patents, geographical indications, agricultural genetically modified organisms and so on. Through in-depth comparative analysis, we found that there were some problems in the development of maize intellectual property in Guangxi, such as the low authorization rate of new plant variety rights of maize, the small number of patent applications, and the lack of safety certificates of genetically modified organisms. Countermeasures were put forward to improve the product quality of maize seed industry, tap superior maize variety resources, strengthen the research of new breeding technologies, and highlight the cultivation and team building of R & D talents and intellectual property talents.
