Abstract: This paper is the research results of soft science of Department of Science, Technology and Education, MOA. The status, problems and development demands of system construction of scientific and technical talents in agriculture are analyzed and studied in quantitative and qualitative analysis methods. On the basis of above research, conceive, solution and policy suggestion of scientific and technical talents system in agriculture system construction in the new periods are brought forward.
