Abstract: Agricultural information technology is an important feature and an important content of Agricultural Informationization. Firstly, to have an impartial comprehension of agricultural information technology, this text gives its definition and its function, and divides the agricultural information technology into foundation technology, common technology and proprietary technology according to the development level. Then, setting out from the Non-competitive consumer and the Non-exclusive consumer of Public Goods, the text respectively analyzes the public-spirited characteristics of foundation technology, common technology and proprietary technology. Finally, according to the differences among the public-spirited characteristics of foundation technology, common technology and proprietary technology, the text discusses support programs of Public Funds for agricultural information technology.
