Abstract: The policy of regarding industry superior to agriculture is the main reason that causing the farmer difficult to raise income,beside the agricultural own special features and the lack of average field for every farmer in China currently.Therefore , to strengthen policy assisting for agriculture, to impel the process of village to city and to decline the farmer’ burden for taxes all around, are the crucial to resolve the question of raising farmer’ income.
