Research on problems and reform proposals for Centralized management of rural central water supply

Abstract:

Through the sample test, which refers to eight counties’ rural central water supply of Jingzhou city of Hubei Province, we can see that nowadays, the facilites of township and village rural central water supply plants are inadequate, so one to three indicators related to the finished, domestic and used running water exceed the national standard. Water management is very confused, while there is a big unertainty on safety of drinking water. We must develop a regulatory focus on water management in rural areas. We have to clear the public good nature of rural safe drinking water, clear the responsibility of local governments in rural drinking water safety, clear way to stay on the depreciation expense management mentioned in the Water Supply Project, clear accountability measures on the management of rural drinking water safety and to ensure long-term development of rural central water supply security.
