粮食主产区农户参与用水协会意愿及其影响因素研究——基于602户农户的调研

Farmers’ Willingness to Participate in the Water User Association and Its Influencing Factor in Major Grain Producing Areas ——A Survey Based on 602 Farmers

摘要: 小型农田水利承担着农田灌溉和排水功能,为粮食主产区粮食生产提供基础性保障,引导农户参与用水协会是提高小型农田水利设施运营效率的重要途径。为了研究影响农户参与用水协会意愿的具体因素,通过采用Logistic模型分析方法,研究江西粮食主产区5县(市)602户农户参与用水协会行为因素。研究表明,户主年龄、户主文化程度、劳动力人数、农田完整率、用水协会成立时间、用水协会规模以及用水协会成立时是否征求农户意见等因素对农户参与用水协会行为有显著的正相关,与水田种植作物的选择呈显著负相关。

Abstract: Small-scale farmland water conservancy is responsible for farm irrigation and drainage function, providing basic protection for the grain production in major grain producing areas. Guiding farmers to participate in Water Users Association is an important way of improving the operation efficiency of small-scale farmland and water conservancy facilities. In order to study the influence of Farmer Participatory Irrigation Association will specific factors, this paper adopted the Logistic model analysis method, studied Jiangxi commissariat advocate produce area 5 counties (city) 602 farmer households' participation of water users association behavior factors. The result showed that, farmer’s age, cultural degree, labor force, farmland fragmentation degree, water association founding time, water user association scale as well as Water Association established whether for farmer opinion had significant positive correlation on whether farmers participating in the Water User Association. And the paddy planting crop choice was significantly negative correlation. Finally, the paper put forward the corresponding policy suggestions.
