西南丘陵区农村居民点整理潜力测算及优先度评价

Rural Residential Area Consolidation Potential Calculation and Priority Appraisement in Upland of the Southwestern China

摘要: 综合人均建设用地标准法、闲置宅基地抽样调查法、城镇体系规划标准方案法得到重庆市荣昌县2011—2020年农村居民点整理潜力值。构建指标评价体系,运用统计学中的因子分析法对全县21个行政单元农村居民点整理优先度进行评价,以评价分值为依据,将全县划分为优先整理区、重点整理区和一般整理区,并提出各区农村居民点整理的对策和建议。结果表明:荣昌县农村居民点整理潜力为3120.71 hm2,该测算结果融合了不同测算方法的优点,更加合理;有4个主成分对荣昌县农村居民点整理优先度具有显著影响,即经济可行性、整理潜力大小、整理基础条件和农户意愿。农村居民点整理潜力测算及优先度评价避免了农村居民点整理项目布设的盲目性和随意性,有利于农村居民点整理的时序安排,对西南丘陵区的农村居民点整理具有一定的指导意义。

Abstract: Based on per capita rural residential areas construction land measure method, sampling investigation method and urban system planning standard method, taking Rongchang County as the research area and calculating its rural residential area consolidation potential from 2011 to 2020. By constructing assess index system, applied a statistical method of principal component analysis and studied the priority of rural residential area consolidation on 21 units. According to the score size, divided the 21 administrative institutions into priority renovation area, important renovation area and ordinary renovation area and put forward appropriate recommendation. The results showed that the rural residential area consolidation potential in Rongchang can be reached 3120.71 hm2, the more reasonable result was combined with the advantages of different calculation methods. What’s more, four principal components had a great influence on the priority of rural residential area consolidation, including economic feasibility, consolidation potential, basic conditions and farmers’ willingness. Rural residential area consolidation potential calculation and priority appraisement avoided laying out rural residential land consolidation projects at random, which was helpful for the scheduling of rural residential area consolidation and provided a reference for rural residential area consolidation in upland of the southwestern China.
