高标准基本农田建设空间布局和时序安排研究——以重庆市渝北区统景镇为例

摘要: 为了客观把握高标准基本农田综合质量状况,科学规划高标准基本农田空间布局,合理安排开发建设时序,本研究通过有效选取和量化重要影响因素,构建内部质量评价指标体系,并利用外部社会经济影响因素进行逐级修正,对渝北区统景镇基本农田进行综合质量评价,探讨统景镇高标准基本农田建设空间布局与时序安排,以期使高标准基本农田建成后实现综合效益最大化。实证结果显示,统景镇有355.96 hm2耕地适宜进行高标准基本农田建设,结合渝北区高标准基本农田建设目标及资金筹措情况,可将统景镇高标准基本农田建设分为3个时段,近期布局安排在东部区域,建设规模为114.52 hm2;中期布局安排在南部及北部区域,建设规模为176.67 hm2;远期布局安排在西部区域,建设规模为64.77 hm2

Abstract: To grasp the quality of the high standard basic farmland and scientifically plan the spatial layout of high standard basic farmland, and to reasonably arrange for the development and construction timing, this study effectively selected and quantified important factors to build internal quality evaluation system, and used the external social and economic impact gradual correction factors and the comprehensive quality evaluation for the town of Tongjing in the district of Yubei basic farmland, and explore Tongjing Town high standard basic farmland’s construction space layout and scheduling, for making a high standard to maximize the overall efficiency of basic farmland after completion. The empirical results showed that Tongjing Town had 355.96 hm2 suitable farmland for high-standard basic farmland construction, combined with a high standard of basic farmland construction of Yubei district targets and financing conditions, Tongjing Town high standard basic farmland construction could be divided into 3 periods, recent layout arrangement in the eastern region, the construction scale of 114.52 hm2; interim distribution arrangements in the southern and northern regions, the construction scale of 176.67 hm2; forward layout arrangement in the western region, the construction scale of 64.77 hm2.
