基于DEA模型的四川烤烟生产效率及其影响因素研究

Production Efficiency and Influencing Factors of Flue-cured Tobacco in Sichuan Based on Super Efficiency DEA Model

摘要: 为客观评价四川烤烟生产能力、市场竞争力,找到影响烤烟生产效率提高的主要因素,本文运用扩展的DEA模型,对2008~2014年间四川烤烟生产效率进行了实证分析,同时将四川与中国烤烟主产区中其他8个省的生产效率进行了比较分析。结果表明:从整体来看四川烤烟生产非DEA有效,规模效率明显制约综合效率的提高,土地和人工成本冗余量大,现金收益产出不足,烟农没有得到应有的利益。在省域层面上,甘肃、黑龙江和重庆烤烟生产各效率较为突出,达到了生产前沿且生产较为稳定,四川处于第四位,在比较区域中具有比较优势。建议通过着力优化烤烟种植规模、资源和效益布局、创新驱动烤烟生产技术研发、调动烟农积极性等途径,提高四川烤烟生产效率和保证烟农利益。

Abstract: To evaluate the flue-cured tobacco production capacity and market competitiveness in Sichuan Province, and find the main factors affecting flue-cured tobacco production efficiency, super efficiency DEA model was used to analyze the flue-cured tobacco production efficiency in Sichuan from 2008 to 2014. At the same time, a comparative analysis of production efficiency was conducted between Sichuan and other eightmajor flue-cured tobacco producing provinces in China. The results showed that the overall tobacco production of Sichuan was not DEA efficient, and the scale efficiency significantly restricted the improvement of comprehensive efficiency. The surplus of land and labor cost was large and the yield of cash yield was not enough. Farmers had no interest. At the provincial level, the efficiency of flue-cured tobacco production in Gansu, Heilongjiang and Chongqing was more prominent, it reached the production frontier and the production was relatively stable. Sichuan was in the fourth place and had comparative advantage in the comparative areas. It is suggested to improve the flue-cured tobacco production efficiency and ensure the interests of tobacco growers by optimizing the scale, resources and benefit distribution of flue-cured tobacco planting, innovating and driving the research and development of flue-cured tobacco production technology and mobilizing the enthusiasm of farmers.
