科技创新赋能乡村发展的国际借鉴与展望

摘要:

科技创新作为发展新质生产力的核心要素,对于推动农业农村现代化具有重要意义。在中国创新驱动发展战略部署下,研究旨在为“十五五”科技赋能乡村发展提供路径参考。通过与发达国家科技支撑乡村发展的趋势和成功经验对比,发现中国农业农村科技发展仍存在部分关键核心技术受制于人、乡村资源转化能力不强、产学研用衔接水平不高、科技创新投入不足、新型职业农民培育机制不健全等问题。基于以上现实短板,本研究提出了中国“十五五”科技赋能乡村发展的未来展望,以大幅提升农业农村科技创新能力为目标,重点推进加快良种培育、推进产业融合、实现生态价值转化、深化数字乡村建设、强化科创平台建设、完善多元投入机制、加强科创人才培育等任务。

Abstract:

Technological innovation, as a core element in developing new-quality productive forces, significantly propels the modernization of agriculture and rural areas. Under the strategic deployment of China's innovation-driven development strategy, this study aims to provide a reference for the path of promoting rural technological innovation during the '15th Five-Year Plan' period. By comparing the trends and successful experiences of technology-supported rural development in developed countries, it can be found that China still faces issues such as being constrained in key core technologies, weak rural resource transformation, low integration, insufficient technological investment and lack of training. Based on these findings, this paper proposes future prospects for rural technological innovation during the '15th Five-Year Plan' period, such as accelerating the breeding of high-quality varieties, promoting industrial integration, realizing the transformation of ecological value, deepening the construction of digital rural areas, strengthening the development of science and technology innovation platforms, improving the diversified investment mechanism, and enhancing the training of science and technology innovation talents.
