农作物品种创新成果转化能力评价体系研究 ——以江苏省农业科学院为例

Evaluation System of Transformation Ability in Innovation Achievement of Crop Varieties ——Taking Jiangsu Academy of Agricultural Sciences as an Example

摘要: 为建立更加合理的农作物品种创新成果转化能力评价体系,加快农作物创新成果转化应用,运用Dephi法和层次分析法,通过人力资源、科研基础、成果产出和成果转化4个因素构建农作物品种转化评价指标体系,并对2012—2014年江苏省农业科学院的农作物品种转化能力进行了应用研究。结果表明,人力资源、科研基础、成果产出和成果转化都是呈逐年增长趋势。其中2014年农作物品种成果转化能力比2012年和2013年分别增长了66.9%和30.1%。根据评价结果,为提高江苏省农作物品种转化能力提出了重视人才培养、加强基础建设、重视成果产出、提高转化效率的建议。

Abstract: The aim of the study is to speed up the transformation and application of crop variety innovative achievements and to construct a reasonable evaluation system of transformation ability on crop varieties. Four factors including human resources, scientific basis, achievement outcome and transformation were chosen to construct the evaluation system using Delphi method and analytic hierarchy process method. Then achievement transformation ability of Jiangsu Academy of Agricultural Sciences from 2012 to 2014 was analyzed using the system. The results showed that the four factors all presented an increasing trend from 2012 to 2014. Among them, the achievement transformation ability of crop varieties in 2014 increased by 66.9% and 30.1% compared with that of 2012 and 2013, respectively. Finally, according to the evaluation results, some suggestions including strengthening basic construction, paying more attention to personnel training and achievement output, and improving transformation efficiency were proposed for improving transformation ability of crop varieties achievements in Jiangsu Province.
