Abstract: The purpose of this paper is to construct integrated index system of potential evaluation, establish the foundation for land exploitation and consolidation plans and to make determination to key region and key project during implement of land consolidation. Methods of causes and effects analytic, documentation and demonstrative analytic were employed. The results show that, at provincial level, index system of potential evaluation in land consolidation, villages consolidation, scrap land reclamation and virgin land exploitation, case as Chongqing, was constructed which was proceeded with goal of land consolidation, potential of land consolidation and influence factor etc.
