Abstract:

The survey in TX community recommended by the Ministry of Civil Affairs strongly shows that we must play the role of community as platform，build the model of rural public service communization in order to increase the number of rural public service, improve the structure of the public service supply, establish lasting effect mechanism, make up the defects of government and market. The paper introduces public service Communization experience of TX community and gets the enlightenment. That is to take the "endogenous" path of development, build effective operation mechanism for the public service communization, make full use of social capital, define the right and responsibility boundary between governmental and community reasonably.
