Abstract: As the material foundation of the emergence and development of the tourism, the richness and the value of development and utilization of tourist resources directly affect the prosperity of the tourism industry. Based on AHP, this paper, through establishing tourism resources comprehensive evaluation system, and combining qualitative and quantitative analysis methods, and comprehensively valuing tourist resources of Shanghai Chongming island, pointed out that the resources are the most important consideration factors during the development and utilization of Chongming island’ tourism resources, provided decision-making opinions for the development and utilization of Chongming island tourist resources on the basis of the existing advantages (the richness of tourism resources and tourists, etc) and disadvantages (low development degree and imperfect development pattern).
