Abstract: The author summarized Chinese rural tourism industry development situation and problems, and pointed out that the rural tourism industry lacked innovation, efficiency was low, the product quality was general and a series of problems. Contrast in Europe, America and rural tourism developed countries and regions, Chinese rural tourism was still backward, was still in the initial stage of development of the industry. Combined with the development of rural tourism innovation theory research, the author considered that the key to solve Chinese rural tourism development was to establish the rural tourism innovation system, and analyzed innovation content of the rural tourism industry development planning, development policy, the enterprise management. The author hoped to provide reference for the future rural tourism industry’s innovation and development. According to the Chinese rural tourism industry development present situation and the innovation theory of the research, this paper proposed for the first time the rural tourism innovation system construction, attempted to rural tourism industry development planning, development policy and business management three aspects of innovative research, and constantly carry on the further elaboration, hoped to provide reference for the future rural tourism industry’s innovation and development.
