Abstract: Ecological land is important to eco-environmental protection and sustainable agricultural development. This study used method of frequency analysis to screen the indexes, and the weighting of the indicators is determined by the method AHP-Delphi. Based on the planning target abort ecological construction in Qingpu District in Shanghai in 2020, the Evaluation Index System determined index reference value. The result showed that Ecological land construction in Qingpu District is categorized into levels 3.Therefore,the Ecological land has greet potentiality to optimizing. The reliability and directness of the index system also were discussed.
