荷兰城镇化进程中农业结构调整的实践及其对上海的启示

Analysis on Practice of the Agricultural Structure Adjustment in the Process of Urbanization in Netherlands and Its Enlightenment to Shanghai

摘要: 在快速城镇化进程中,如何确保农产品最低保有量生产能力,建立安全供给保障底线是大都市郊区发展农业面临的重要课题。荷兰农业发展的国情与上海市的市情具有一定的相似性,荷兰在推进城镇化进程中通过以下主要4种方式来促进农业发展:(1)实施城镇发展的分散化政策和均衡发展战略;(2)加强土地整理力度,增加农业生产补贴,发展利于土地集约利用的畜牧业和园艺业;(3)依据独特的地理位置,发展外向型农业;(4)积极调整农业组织结构,利用农业科技,推动农业生产的组织化经营等。对上海农业发展的启示是:(1)依据比较优势原则,推进农业产业化经营;(2)面向国际市场发展外向型农业;(3)要合理规划城镇发展规模。

Abstract: In the process of rapid urbanization, it is an important task how to ensure minimum’s production capacity, and to establish a safety supply security of agriculture production in metropolis suburb. There has a certain similarity to the agricultural development between Netherlands and Shanghai. The development of agriculture can be promoted in the following several main ways in the process of the Netherlands urbanization: (1) carrying out decentralization policy of the development of the towns and the balanced development strategy; (2) Strengthening the land consolidation, and increasing subsidies for agricultural structure adjustment, and developing horticulture and animal husbandry industry which are conducive to land intensive use; (3) Developing export-oriented agriculture according to the unique geographical location. (4) Actively adjusting the agricultural structure, and promoting agricultural production organization management, etc. through the use of agricultural science and technology. Enlightenment of Shanghai agricultural development is: (1) promoting agricultural industrialization based on the principles of comparative advantage; (2) Developing export-oriented agriculture facing the international market; (3) Planning reasonably urban development scale.
