Evaluation of Scientific and Technological Innovation Capacity of Agricultural Research Institutions

摘要: 农业科研机构科技创新能力的强弱直接关乎中国农业科技进步水平和现代农业发展方式。为客观、全面地评价农业科研机构的创新能力,笔者立足系统科学和管理科学理论,深入分析农业科技创新过程,确定了创新要素,构建了适合农业科研机构的指标评价体系。采取层析分析法与综合评价法相结合,建立其模糊评价模型,并对国家级农业科研机构进行评价。根据评价结果将科研机构划分为科技创新型、科学创新型、技术创新型、基础实力型等4种类型,有助于调整科技体制改革的方向和力度,实现分类指导和管理。

Abstract: The innovation capability of agricultural scientific research institutions will directly determine the progress of agricultural science and technology and the development way of modern agriculture. To objectively and comprehensively evaluate the innovation capability of agricultural scientific research institutions, the innovation process was analyzed, the innovation factors were explicated and an evaluation index system was built up in light of scientific theories on system and management. AHP and comprehensive evaluation method were combined to set up the fuzzy synthetic evaluation model which was applied to the national-level agricultural scientific research institutions. According to the results, the institutions were divided into four types which were scientific and technological innovation style, scientific innovation style, technological innovation style, and fundamental ability style. This classification method can not only adjust the direction and strength of science and technology system reform, but also implement classified guidance and management.
