江西县域经济的比较研究——基于全要素生产率视角

Comparative Research on County Economy in Jiangxi Province:Based on Study of Total Factor of Productivity

摘要: 旨在通过对江西县域全要素生产率的比较找出其经济发展差异背后的原因,以期丰富全要素生产率的研究范围,为科学制定县域发展政策提供借鉴。采用DEA-Malmquist指数法测算江西省80个县(市)从2000—2010年的全要素生产率指数及其细分的技术进步指数和技术效率指数,并从整体状况、内部结构、时间趋势和空间分布4个角度进行比较分析。研究表明:从整体上看,江西县域全要素生产率水平较低,存在显著的个体差异;从内部结构看,江西各个县在“落后型”、“实践型”、“泡沫型”和“创新型”4种类型中都有分布,其中以“实践型”为最多;从时间趋势看,江西县域全要素生产率呈现明显阶段性波动特征,不同阶段生产率变动模式存在一定差异;从空间分布看,江西县域全要素生产率呈现出明显的“中间高南北低”倒U型特征。表明江西县域经济增长更多来源于要素投入增长而非全要素生产率增长,未来实现可持续发展任重道远。最后提出了政府部门应大力推进中央苏区振兴计划,各县“市”也要从自身产业和资源特点出发,找准特色与定位,大力发展具有比较优势的产业等建议。

Abstract: The study aims to compare the total factor of productivity and find the reasons of different development levels of county economy in Jiangxi Province and enrich the research filed of productivity. The author calculated the total factor productivity index, including technical progress index and technical efficiency index, of 80 counties in Jiangxi Province from 2000 to 2010 by using the DEA-Malmquist index method. Then, the author analyzed the total factor productivity from the perspectives of overall situation, internal structure, time trends and spatial distribution. The results show that the total factor productivity of Jiangxi Province is low on the whole, and individual difference is significant. Regarding the internal structure, the counties in Jiangxi belong to four types: ‘lower TE and lower TC’, ‘higher TE and higher TC’, ‘higher TE and lower TC’ and ‘lower TE and higher TC’. Among these types, counties with ‘higher TE and lower TC’ account for the most; regarding the time trend, total factor productivity of counties in Jiangxi shows an obvious phase fluctuation, there are differences of productivity change models at different stages; regarding the regional distribution, total factor productivity of counties in Jiangxi shows an inverted U type characteristics, obviously ‘high in the middle and low in the north and the south’. Finally, the author suggests that the drive of the county economy growth in Jiangxi Province should be the factor of production other than productivity.
