摘要:

在对中国现行土壤环境质量标准的制修订历程回顾基础上,本文对新颁布标准《土壤环境质量 农用地土壤污染风险管控标准(试行)》(GB 15618—2018)进行了研究,对其主要特征、标准值内涵及风险筛选值和管制值具体应用等进行了延伸阅读,对中国农用地土壤环境评价标准基本框架进行了分析,针对农用地土壤环境评价标准存在的主要问题提出了合理建议,以期为新颁布农用地标准宣贯、正确使用等提供资料,以服务于中国农用地土壤污染预防、风险筛选和污染农用地安全利用、修复和风险管控,为中国土壤污染防治科学研究与技术进步提供支撑。

Abstract:

On reviewing the revision process of China’s current soil environmental quality standards, we studied the newly promulgated Soil Environmental Quality: Risk Control Standard for Soil Contamination of Agricultural Land (Trial) (GB 15618—2018). Extended reading of the main characteristics, standard value connotation and application of risk screening and regulatory value was conducted, and the basic framework of the soil environmental assessment standard for agricultural land in China was analyzed. We put forward suggestions on main problems of the soil environmental assessment standard for agricultural land, in order to provide data for the publicity and correct use of the land standards to serve the pollution prevention, risk screening and safe use, restoration and risk management of agricultural land in China, and support scientific research and technological progress in soil pollution prevention and control.
