摘要： 作为一类重要的自然保护区形式，由国有林场划转土地或改制而来的自然保护区在实践中面临着管理体制不顺、土地权属不清等诸多问题，直接导致该类保护区管护水平低下。对此，在调整政策时，应当把国有林场彻底改制，理顺土地权属关系及适度发展自然保护区经济作为政策目标，着重解决土地补偿机制、国有林场人员安置和历史欠债等三个关键性问题。

Abstract: In reality, nature reserves coming from state-owned forest farms have many serious problems such as inefficient management, indistinct property relation and so on, which directly lead to lower the level of management and protection. Thus, we should build up three aims——sound reform of state-owned forest farms, distinct property relation and appropriate economy development, try our best to solve three key problems——land compensation mechanism, dismissal of workers and previous debts.
