Abstract: Based on the concept of green agriculture industrial cluster, green fruits industrial cluster of the north of Wei River in Shaanxi Province was taken as the research object, and the scientific and reasonable index system was designed for it. At the same time, according to the index system which have been designed, analytic hierarchy process (AHP) and the Non- Currency Assessment method were used to analyze the effect of cluster which produced from 2001–2005 separately. The main purpose of this method was to objectively understand the present situation and exist question of the cluster, comprehensively understand the cluster's sustainable ability of development. These results will become the objective basis for the government to make sustainable development strategy and the plan for the cluster, meanwhile, make enterprises of the industry’s chain to understand their own macroscopic development environment, so that they can promptly adjust their own development strategy and the long-term marketing strategy
