Urban-Rural Integration Development Level of Xinjiang Under the Background of Rural Revitalization: Comprehensive Evaluation of Population, Industry and Public Services

Abstract:

Promoting the integration, coordination and relevance of urban-rural development in economic, social, and ecological aspects is an important way to realize rural revitalization. The article constructed the comprehensive evaluation system of urban-rural integrated development in Xinjiang, measured the urban-rural integrated development index of the study area from 2014 to 2019, and analyzed the influencing factors in order to reveal the trend characteristics and regional differences of urban-rural integrated development within the study area. The results showed that during the study period, (1) Xinjiang’s urban-rural integration development level was generally increasing, and the urban-rural integration development continued to be strengthened; urban-rural public services and industrial economy were the main driving forces for the integrated development, and the population factors and the life quality were the restricting factors of the integrated development; (2) the gap of urban-rural integration development levels among the cities in Xinjiang had been gradually narrowed, and the overall development level grew steadily; the integration of population factors increased rapidly but the integration of public services increased slowly. Therefore, building a multi-level urban spatial pattern of large, medium and small cities and towns, strengthening the construction of main functional areas in central cities, promoting the integration of the primary, secondary, and tertiary industries, and accelerating the construction of urban-rural equalized public service systems can be helpful to objectively understanding and evaluating the practice of the integrated urban-rural development in Xinjiang, and coordinating the development of new urbanization and the implementation of the Rural Revitalization Strategy.
