Abstract: Choose the typical low mountains and hills area –Huangshan City as a research object, analyze the current situation of utilization of resources of cultivated land and existing major problem, since the cultivated land reserve resources in the low mountains and hills district are limited , must change the traditional modus operandi about protection of cultivated land and basic farmland, Setup the dynamic equilibrium mechanism to improving cultivated land quality and quantity, and put forward measure of balance of occuping and compenstating vividly.
