Agricultural Land Transfer Behavior and Influencing Factors of Yongchang County in Hexi Corridor

Abstract:

To improve social stability and land utilization, China has introduced “the system for separating the ownership rights, contract rights, and management rights for contracted rural land” to promote land circulation. This paper takes Yongchang County as an example, and uses a statistical model to study the farmers’ farmland transfer behavior and influencing factors, in order to provide a basis for government policy formulation. The results of the study show that: 1) the willingness to transfer agricultural land in the sample area is strong, and the agricultural land transfer rate is 79.61%; 2) the scale of agricultural land transfer per household is relatively small, with 78.14% of households transferring out scale less than 0.30 hm 2, and 65.21% of households transferring in scale more than 0.30 hm2;3) the main subject of agricultural land transfer is the villagers, relatives and friends of the group, and the transfer method is mainly leasing; 4) the reasons for the transfer in and transfer out of agricultural land are obviously different; 5) there are differences in the significance of the influencing factors, among which the importance of contracted land, the per capita agricultural income of households, the perception of agricultural policies, and the land transfer of village collective organizations have a significant impact on the farmland transfer behavior of farmers. In summary, land transfer is obviously affected by national policies, and further transfer efforts are needed.
