Abstract: Professional farmer’s cooperatives are an important force in the new agricultural management system. The development of farmers' professional cooperatives in Xiangtan County has steadily improved agricultural scale management level and the degree of organization, and promoted the transformation of the mode of agricultural operation and innovation management system. At present, the farmer’s cooperatives are generally small in scale, with low service level, weak brand awareness and limited economic strength. The cooperatives lack management talent, development potential and internal management system, and the operation mechanism needs to be regulated. The interests of farmers are not guaranteed, the supporting laws and regulations are not clear, government support is limited, and the preferential policies could not be fully implemented. Relying on the professional farmer’s cooperatives, to speed up the construction of a new system of agricultural operation need stabilize and strengthen cooperative scale, standardize organizational form and operating mechanism, support the implementation of the policy, enrich cooperation type, and then promote the intensive, systematized, specialized and socialized agriculture.
