摘要: 职称评审是评价发现专业技术人才的主要方式、基本途径和必经环节,在加强人才管理与队伍建设等方面发挥着不可替代的作用。文章在探讨职称评审概念及意义的基础上,分析了中国职称评审现状,提出目前中国职称评审中存在政府行政管理不到位、评审系列不健全、服务范围比较窄、评审标准不够科学、评审方式方法老化等问题,建议从完善制度并加强监管、规范评审系列和标准、拓宽服务领域、创新评审方式方法等方面,建立科学的评审制度体系,加强评审组织管理工作,以推进专业技术人才队伍建设。

Abstract: Professional title evaluation is not only the main way, basic means and necessary link of evaluating and discovering professional technical talents, but also has some indispensable functions to strengthen the management and construction of talent team. The article discussed the conception and significance of professional title evaluation and analyzed the current situation of Chinese professional title evaluation. The article highlighted some problems in Chinese professional title evaluation at present, such as deficiency of governmental administrative management, imperfect evaluation system, narrow service scope, unscientific evaluation standards and relatively outmoded evaluation methods, etc. The article suggested improving the system of professional title evaluation and the management of evaluation works by amending the basic system, strengthening supervision and management, perfecting the evaluation system and standards, broadening the service scope, innovating the evaluation methods, controlling the evaluation process and so on, in order to promote the construction of talent team.
