To achieve China's modernization, the urban-rural coordinated development is one of the key issues, and, to study urban-rural relationships, scientific evaluation of the developing degree and state is the important issue. In this paper, based on the urban-rural dual structure and three agricultural problems, integrated with the content of urban-rural coordinated degree, the evaluation index system of urban-rural coordinated degree was designed, and , the evaluation model of urban-rural coordinated degree was also constructed, which were applied to research the urban-rural relationships in Henan Province. This is from the systematical perspective to scientifically evaluate urban-rural relationships, and the purpose is to provide a reliable quantitative research model for making the urban-rural coordinated developmental policies, and, increase the organization degree of urban-rural space. The results indicated that: the analysis of urban-rural coordinated degree, by the distance coordinated degree model and change coordinated degree model usually applied to evaluate the environment and the economy, could estimate the developmental states in the system of urban-rural regions, as well as the specific sub-systems; the assessment model of urban-rural coordinated degree, based on the urban-rural dual structure and three agricultural problems, can accurately determine the problems in the system of regional urban and rural during the development. In general, the two major urban-rural systems in Henan Province developed in the direction of coordination, however, a wide gap of developmental speed exists between the urban and rural regions, and, the coordinated degree was increased in the fluctuations. As for Henan, it was mainly due to exist the big gaps between improving the agricultural production conditions and the farmer living standards and developing the rural economy, therefore, the key to realize the urban-rural coordinated development is to solve the problems of agriculture and farmers.
